FAQ's for EB-3 RN's
Perm (LC): Hospitals are not required to complete the labor certification known as PERM(Labor Certification) process.
I-140: When a Form I-140 is submitted, a “priority date” is issued, reflecting when an individual has declared their intent to apply for residency DS-260 (Final Action date): We file DS-260, but the interview is scheduled depending on Visa Bulletin ( Employment – 3rd, Final Action date) and the circumstance at the embassy in each country.
I-485 (Date for filing): We can file depending on the Visa Bulletin ( Employment – 3rd, Date for filing). Individuals with current priority dates can proceed with the visa application process, but there is a cutoff. The monthly Visa Bulletins provide updated “Dates for Filing,” which set deadlines to complete the application process.
Nurses must be able to provide a Commission On Graduates Of Foreign Nursing Schools (CGFNS) certification, a license to practice nursing in the state of the intended employer, or a passing score on the National Council Licensure Examination (NCLEX-RN).

CGFNS validates all licenses, registrations, and diplomas obtained by an applicant for the VisaScreen®: Visa Credentials Assessment Service, including those that are currently held or that have been held in the past by the applicant from all jurisdictions, both foreign and domestic. The signature of the validation authority must be dated within the last three years.
What is the CGFNS?
Individuals who hold a nursing education with an associate's, bachelor's, or higher degree may be eligible for an EB-3 RN visa. If you have not taken the NCLEX-RN test yet, do not worry; most of our applicants prepare the exam for 3-4 months and pass the exam.

No, You cannot.
Since it is an employment-based immigration visa and to file an Immigrant Petition(I-140), you must have a valid job offer from the visa sponsorship employer.

How long does it take to process an EB-3 RN VISA application?
As we mentioned earlier, it depends on the DOS's VISA bulletin information, which is posted every month. As of Feb 2024, it takes around 18-24 months to come to the USA with EB3 RN VISA.
